DOW-UAP-D168: BAASS’s December 2008 management plan

BAASS’s December 2008 management plan outlines nine projects spanning technical studies, databases, oral histories, field engagement and historical cases. It seeks access to government records and alleged materials; its statements about advanced craft and biological recoveries are contractor premises, not demonstrated findings. Appendices reproduce a 1947 Air Materiel Command memo, a 2002 Roswell affidavit and a pilot’s retrospective account of a 1957 radar intercept.

Probed Assessment

A contractor’s research plan combines future objectives with older records and retrospective allegations; it does not establish recovered exotic technology.

Key takeaways

  • Nine projects range from technical papers and databases to field engagement and historical case retrieval.
  • Requests for clearances, records and samples should not be read as completed access or deliveries.
  • The biological-material request is expressly premised on a hypothetical recovery.
  • The AMC memo acknowledges missing physical exhibits and possible natural explanations.

Why it matters

The plan documents BAASS’s priorities, assumptions and proposed information channels early in the contract, while preserving the distinct evidentiary status of its historical appendices.

Corroboration

Reproduction in a government release establishes what the packet contains; it does not validate every contractor claim or retrospective witness interpretation.

Open questions

  • • Which proposed records and samples were actually obtained?
  • • What independently preserved data corroborate the retrospective accounts?
  • • Which proposed projects reached their milestones?

Probed separates this editorial assessment from the source claims below. It summarizes what the released artifact supports; it is not independent verification.

Official Description from War.gov

This document is an administrative, programmatic, or contractor-produced record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As part of the broader program record, the file documents how AAWSAP was scoped, organized, tasked, funded, executed, or described at a particular point in time. This December 2008 Bigelow Aerospace Advanced Space Studies (BAASS) Project Management Plan is an overview paper setting out the contractor’s proposed strategy, priorities, and milestones for executing contract HHM402-08-C-0072 (AAWSAP). The plan states that BAASS would address the program’s 12 technical areas through a smaller number of selected projects, including initiatives focused on physics research, project cooperation with government-held information, academic engagement, database development, oral-history interviewing, and collection or review of materials described as excluded from Project Blue Book. The plan argues that the most productive approach would be to study “craft” or events already believed by BAASS to demonstrate novel behavior across the 12 technical areas, rather than concentrating primarily on then-current academic or industrial state-of-the-art research.

Requested security clearances were not confirmed

The plan requests clearances for BAASS staff, including its administrator by the end of January; it does not establish that those clearances or requested records were provided.

Alleged recoveries were framed as an uncertain premise

The plan lists prospective oral-history sources and alleged foreign recoveries, while admitting it does not know the progress of any foreign reverse-engineering effort.

Biological research plan was conditional

The request for medical samples is expressly conditional on a premise of recovered potentially nonhuman biological material, rather than proof that such material existed.

EarthTech papers were scheduled research deliverables

Project Physics calls for Earthtech to deliver approximately 24 position papers by July 31, 2009; this is a deliverable schedule, not a report of completed demonstrations.

Contact work was proposed, not verified

Project Engagement proposes communication or contact and describes earlier purported experiences; these are BAASS’s claims and proposed methods, not independently verified contacts.

Brazilian material required chain-of-custody verification

For Colares, BAASS proposes checking the chain of custody and provenance of roughly 200 Internet-posted pages before translating validated records.

The 1947 memo acknowledged missing physical crash evidence

The AMC memo explicitly notes the lack of crash-recovered physical exhibits and considers domestic secret projects and foreign propulsion as possibilities.

Roswell appendix is a retrospective affidavit

The December 26, 2002 affidavit’s redacted author retrospectively alleges two debris locations near Roswell and a July 8, 1947 staff discussion.

Manston account lacked a visual sighting or radar lock

The pilot’s retrospective account describes a radar intercept, selection of rockets, loss of radar lock and no visual sighting; its estimated extraordinary speed is the narrator’s interpretation.
