DOW-UAP-D166: MUFON research proposals for BAASS
Five MUFON proposals prepared for BAASS in November 2008 outline research on lift, power generation, vehicle control, human interfaces and propulsion. They recommend feasibility studies, including superconducting models and an EDTEK cold-fusion test facility. Claims about gravity control and implants are the authors’ hypotheses; this packet does not establish that those technologies worked.

Probed Assessment
This is a set of research proposals and speculative rationales, not a record of demonstrated exotic technology.
Key takeaways
- Five papers cover lift, power, control, human interfaces and propulsion.
- The EDTEK reactor is described as built but not yet experimentally funded.
- Relative milestones must not be read as completed achievements.
- The authors acknowledge weak repeatable psychokinesis evidence and hypothetical interstellar concepts.
Why it matters
The packet documents proposed lines of BAASS-supported research and the gap between ambitious interpretations and planned empirical tests.
Corroboration
The five papers share a planning purpose. Redacted citations and authors limit attribution; included diagrams illustrate designs rather than completed performance.
Open questions
- • Which proposed experiments were actually funded and performed?
- • Do later reports contain reproducible test data?
- • What evidence underlies the implant and cold-fusion assertions?
Probed separates this editorial assessment from the source claims below. It summarizes what the released artifact supports; it is not independent verification.
Official Description from War.gov
This document is an administrative, programmatic, or contractor-produced record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As part of the broader program record, the file documents how AAWSAP was scoped, organized, tasked, funded, executed, or described at a particular point in time. This November 2008 compilation appears to be a set of technical materials prepared by the Mutual UFO Network (MUFON) for Bigelow Aerospace Advanced Space Studies (BAASS) under a separate supporting contract. The file presents MUFON-produced topical papers framed around AAWSAP’s technical research areas, including at least a paper on “Lift,” while treating historical and contemporary unidentified flying object or unidentified anomalous phenomena (UAP) reporting as a relevant source base for evaluating advanced aerospace capabilities.
Preserved verbatim as source metadata. This wording is separate from Probed’s file-specific description and assessment.

Tracker findings
Toroidal propulsion proposal acknowledged stability problems
The lift proposal recognizes that an incorrectly oriented magnetic toroid could overturn and proposes rotation as a stabilization concept.
A planned proof-of-principle milestone was not a result
The lift plan proposes a small superconducting model and a six-month feasibility effort; its week-25 proof-of-principle entry is a planned milestone, not a reported result.
EDTEK described an unfunded feasibility effort
The EDTEK section describes a built scanning reactor that had not received enough funding for experiments, and reports a materials-cost sale price of about $10,000.
Gravity-control tests had not been demonstrated
The control proposal includes limiting occupant G-forces and testing a small mockup; it does not report a completed flight-control demonstration.
Psychokinesis proposal acknowledged weak repeatability
The human-interface paper acknowledges that psychokinesis studies have yielded little statistically significant, repeatable evidence.
Implant work rested on unverified hypotheses
The paper explicitly labels implants as hypothesized bidirectional communication devices and says MUFON possesses x-ray copies that may show implants.
Proposal included consent and mental-health support
The proposed implant study includes consent counseling and mental-health follow-up as well as technical examinations.
Propulsion research plan did not demonstrate a craft
The propulsion plan proposes a multidisciplinary team, patent support and a project plan by week 20; it supplies no completed propulsion test.

Source Claims
Claims are attributed to the released source and remain distinct from Probed’s assessment and tracker findings.
The lift paper recommends studying superconductors as a possible route to magnetic lift and gravity-control research.
the study of superconductor materials and properties is a very attractive next step
The lift proposal recognizes that an incorrectly oriented magnetic toroid could overturn and proposes rotation as a stabilization concept.
misalignment of torque would have the tendency to turn it upside down
The authors recommend superconductivity research while acknowledging that no accepted gravity-control theory is available.
There is no accepted theory available now
The lift plan proposes a small superconducting model and a six-month feasibility effort; its week-25 proof-of-principle entry is a planned milestone, not a reported result.
Week 25: Proof of principle established
The power proposal seeks to purchase an existing research facility for low-temperature nuclear-power experiments.
purchase and subsequent use of an already-designed research facility
The EDTEK section describes a built scanning reactor that had not received enough funding for experiments, and reports a materials-cost sale price of about $10,000.
cost, which was about $10K for materials only.
The power plan calls for arranging the equipment, materials and safety-qualified personnel before a proposed week-26 repeatable-data milestone.
Week 26: Obtain repeatable data records
The control concept separates a nonrotating inner compartment from an outer superconducting ring and proposes computer-controlled modulation.
The inner ring would not have to rotate.
The control proposal includes limiting occupant G-forces and testing a small mockup; it does not report a completed flight-control demonstration.
Month 6: Small scale mockup laboratory tested
The human-interface paper acknowledges that psychokinesis studies have yielded little statistically significant, repeatable evidence.
psychokinesis have yielded little in the way of statistically significant, repeatable results.
The human-interface discussion considers scalp-electrode signals, virtual reality and biological interfaces as possible approaches to vehicle control.
Referred to as synthetic telepathy, this technology utilizes electrodes
The authors cite University of Copenhagen brain-stimulation work and ask whether implants could play a role; the proposed connection is speculative.
Might there be an association with implants and transcranial stimulation?
The paper explicitly labels implants as hypothesized bidirectional communication devices and says MUFON possesses x-ray copies that may show implants.
It is hypothesized that the implants noted above are bi-directional communication devices.
The proposed implant study includes consent counseling and mental-health follow-up as well as technical examinations.
prior to signing a consent form.
The implant project sets a target of 18 to 24 months, including 12 to 18 months for data collection; these are proposal durations.
project would be completion within 18 to 24 months.
The propulsion paper cites Project Daedalus and NASA programs as background while calling interstellar-travel possibilities very hypothetical.
There are a myriad of possibilities regarding interstellar travel, but they are all still very hypothetical.
The propulsion plan proposes a multidisciplinary team, patent support and a project plan by week 20; it supplies no completed propulsion test.
Week 20: Team provides project plan to management with milestones for the next 6-12 months
