The Federal Bureau of Investigation is the principal investigative arm of the United States Department of Justice and a domestic intelligence service. Its institutional origin is dated to 1908, when the attorney general created a permanent force of federal investigators. Renamed the FBI in 1935, the bureau now investigates federal crimes, counterintelligence, terrorism, cyber threats, public corruption, and other national-security matters under statutes and attorney-general authorities.

The FBI combines field offices, laboratories, records systems, intelligence analysis, and partnerships with state, local, tribal, international, and federal agencies. Unlike the CIA, its mandate includes domestic investigations and law enforcement, though national-security cases can involve extensive intelligence collection. Bureau files often contain incoming tips, interviews, memoranda, referrals, and liaison reporting; the presence of a statement in an FBI file does not mean agents verified or adopted it.

The bureau accumulated UFO-related records because citizens reported sightings, military and intelligence partners shared information, and some incidents raised security or fraud questions. Its public Vault includes historical files such as the 1950 Guy Hottel memorandum, a secondhand account that became widely misrepresented as proof of recovered bodies despite its lack of investigative confirmation. Other releases document routine referrals, public interest, and the government’s changing handling of reports.

The FBI’s role in UAP records is thus narrower and more evidentiary than popular “men in black” mythology suggests. It may investigate a federal offense, threat, or counterintelligence concern connected to an incident, while scientific characterization and military airspace analysis belong elsewhere. Coordination with military or intelligence partners can place the same incident in several archives, each reflecting the collecting office’s distinct legal mandate and evidentiary threshold. Its files are most useful when read as investigative records with known provenance, source status, and disposition, not as a single institutional conclusion about the nature of UAP.
