Vanguard Enterprise is a Washington, D.C.–based 501(c)(3) public charity created to support national-security personnel who make UAP-related disclosures through lawful channels. It launched on July 4, 2026, presenting itself as a civilian organization built for whistleblowers by whistleblowers. Its founders, former national-security professionals Dylan Borland and Matthew Brown, organized the group around a gap they say they experienced firsthand: official reporting systems may receive sensitive information, but they do not necessarily provide sustained support to the person making the disclosure.

Borland serves as founder and chief executive. Vanguard describes him as a U.S. Air Force veteran and former geospatial-intelligence specialist who testified to Congress in 2025 about UAP and alleged retaliation. Brown, the co-founder and chief operating officer, previously worked as a national-security contractor and has said he reported UAP-related concerns to the House and Senate in 2023. Jeffrey Nuccetelli, an Air Force veteran who testified about incidents at Vandenberg, serves as chief development officer and a member of the board. Together, the three give the organization leadership drawn from military, intelligence, and whistleblower experience.

Vanguard's published mission combines practical assistance with public advocacy. It says it is building a network for legal defense, medical help, career transition, family support, and community care. Its three-year plan begins with organizational infrastructure, volunteers, secure information systems, and limited operations; moves to secure intake, a legal-defense network, institutional partnerships, and direct assistance; and ultimately anticipates litigation and deeper integration with legal and policy organizations. The sequence is a roadmap rather than a claim that every service is already operating at full scale.

The organization places that work inside the debate over UFO whistleblower protections and UAP disclosure. Vanguard says it intends to operate within constitutional law and national-security constraints while helping credible insiders and their families withstand professional, financial, health, and reputational consequences. Its role is therefore support and advocacy, not government intake or adjudication: association with Vanguard does not itself establish the accuracy of a whistleblower's underlying UAP claims.

Vanguard remains a young institution whose public record is dominated by launch materials, fundraising, and planned capacity-building. Its verified public-charity campaign and declared support model give it a more concrete structure than an informal advocacy network, but its lasting influence will depend on services delivered, partnerships formed, and whether it can protect confidentiality while operating in a highly sensitive field. Its significance is the attempt to make human support—not only access to information—a permanent part of the disclosure infrastructure.
