Jeffrey "Jeff" Nuccetelli is a U.S. Air Force veteran and former military police officer who testified to Congress in 2025 about unidentified craft reported at Vandenberg Air Force Base, now a Space Force base, between 2003 and 2005. He is chief development officer and a board member of Vanguard Enterprise, the whistleblower-support nonprofit launched in July 2026 by Dylan Borland and Matthew Brown, where he leads fundraising, partnerships, and strategy.
Nuccetelli describes himself as having served 16 years on active duty as a military police officer, and at his hearing he was introduced as a career federal employee with more than 20 years in national security, law enforcement, and public administration. His Vandenberg account first surfaced anonymously. In July 2023, former Navy pilot Ryan Graves told the House Oversight Committee about a witness who reported a large red square object hovering over the base one morning in 2003, and Nuccetelli spoke publicly for the first time that November in an interview with Graves.
On September 9, 2025, he testified before Rep. Anna Paulina Luna's Task Force on the Declassification of Federal Secrets alongside Borland, Navy Senior Chief Alexandro Wiggins, and journalist George Knapp. He described five incidents, among them an October 2003 report of a craft larger than a football field; an object that, about a week later, "hovered briefly or landed" on the flightline, after which he said witnesses were threatened; a 2005 patrol report of a triangular craft larger than a C-130; and his own off-duty sighting of a glowing orb over his house. He said he had given a Security Forces blotter to AARO and the FBI, and that AARO told him other records had been destroyed.
The documents behind his account are partial. The October 2003 blotter he supplied, released by the Weaponized podcast, records a relayed report of a red square object above a launch facility but says responding patrols found no evidence and radar showed nothing. Skeptic Mick West and the Anomaly Archives project have noted that Nuccetelli was not a firsthand witness to that event, and details such as the year and the craft's shape have varied across his retellings. In 2026 he also said Air Force Office of Special Investigations agents told personnel to stop reporting UFOs, a claim absent from his sworn testimony.
Since the hearing, Nuccetelli has worked as an advocate for UAP witnesses. He gave a talk titled "Reality Is Classified" at Contact in the Desert in 2026, joined David Grusch, Borland, and Brown in an August 2026 video asking President Trump to release witnesses from secrecy obligations, and answered questions with Brown in a livestream hosted by journalist Leslie Kean. His role is to bring a base security officer's perspective into the congressional record and to help build Vanguard's support network for people who come forward.
