Harold “Hal” E. Puthoff, Ph.D., is an American physicist, electrical engineer, and parapsychologist whose work intersects advanced physics, anomalous phenomena, and UAP (“UFO”) research. Born June 20, 1936 in Chicago, Illinois, he earned both a bachelor’s and master’s in electrical engineering from the University of Florida, then completed his Ph.D. in electrical engineering at Stanford in 1967. His early technical work was in lasers and electron-beam devices and he co-authored the textbook Fundamentals of Quantum Electronics.
Since the mid-1980s, he has led frontier research through his institutes in Austin—Institute for Advanced Studies at Austin (IASA) and its umbrella EarthTech International, Inc.—focusing on vacuum physics, propulsion, and energy concepts.
Puthoff became a figure of strong interest in the UAP and disclosure spheres due to his long history with government-funded programs and advocacy for scientific enquiry into anomalous phenomena. In the 1970s and ’80s, he co-directed the remote viewing program at Stanford Research Institute (SRI), collaborating with Russell Targ to study purported psychic abilities including those of Ingo Swann and Pat Price. These efforts were part of what later became known as the Stargate Project. He has also been associated with the U.S. government’s Advanced Aerospace Weapons Systems Applications Program (AAWSAP) and its successor Advanced Aerospace Threat Identification Program (AATIP), acting as chief science advisor in some capacities.
Among his areas of technical interest are zero-point energy (vacuum energy), polarizable vacuum models of gravity, alternative space propulsion concepts, and exploring whether UAP performance might derive from exotic physics rather than necessarily extraterrestrial origin. He holds patents in related areas (including ones dealing with laser communications and energy transmission), though some of his more speculative work—especially about anomalous material artifacts and alleged crash retrievals—remains lightly documented and contested.
In addition to his scientific and technical output, Puthoff plays roles in organizations and initiatives aligned with UAP disclosure. He is President and CEO of EarthTech International, Director of the Institute for Advanced Studies at Austin, and co-founded To The Stars Academy of Arts & Science, serving as Vice President for Science & Technology. He also joined the Advisory Board of the Disclosure Foundation. His arguments often emphasize that credible, empirical evidence exists—sometimes held in classified or highly compartmented settings—and that scientific methods should be applied transparently to assess it.
Puthoff’s work draws both support and skepticism. Detractors point to methodological issues in remote viewing experiments, concerns over replication, and the fringe character of some claims (e.g., those involving crash retrievals or non-human manufacturing of materials). Advocates credit him with pushing formerly taboo subjects toward the margins of mainstream science, encouraging legislative interest, interrogation by oversight bodies, and the publication of formerly secret program details.
Though much remains unverified, Puthoff’s presence in the UAP discourse signifies the intersection of advanced theoretical physics, government programs, and public disclosure efforts. He continues to advocate for further declassification, research funding, and transparency, while cautioning that many facets of UAP phenomena remain scientifically unresolved.
