Huntington "Hunt" Willis is an American attorney and the chief legal officer of the Disclosure Foundation, a nonprofit that presses for government transparency on unidentified anomalous phenomena. A shareholder at the Raleigh law firm Martin & Jones, he leads the legal side of the foundation's work on whistleblower protections, classified disclosures to Congress and federal UAP records.

Willis studied at Appalachian State University and graduated cum laude from Campbell University School of Law, where he was managing editor of the Campbell Law Review and a member of the national moot court team. He was commissioned as an Army officer, served as a captain and intelligence officer, and is a veteran of the Iraq War. His legal practice represents people seriously injured or killed in commercial trucking crashes, industrial explosions and defective-product cases, and he is admitted to practice in North Carolina, its three federal districts and the Fourth Circuit. The foundation also lists him as founder of the Disclosure Advocacy Group.

With foundation chairman Christopher Mellon and adviser Kirk McConnell, Willis co-wrote Policy Brief No. 4 in July 2025. It argued that members of Congress are constitutionally entitled to receive classified information, that no one appears ever to have been prosecuted or sued for sharing it with Congress behind closed doors, and that whistleblowers nonetheless face real risks of retaliation. In June 2026 he joined Mellon and executive director Jordan Flowers for a livestreamed question-and-answer session hosted by journalist Leslie Kean for the Anomalous Coalition of Reddit communities.

In September 2026 Willis, Mellon and Flowers published Policy Brief No. 7, which argues that UAP records held by federally funded research and development centers belong in the National Archives' UAP Records Collection. On September 29 he and other foundation representatives briefed the UAP Science Advisory Council on national security information and the PURSUE Initiative, comparing the legal routes for disclosures to AARO, to PURSUE and to Congress. Those briefs and briefings make up the core of his public UAP work, which applies separation-of-powers and records law to the question of how information about the phenomena reaches Congress and the public.
