The Disclosure Foundation recommends a federal preparedness framework for the psychological, public-health, educational, and institutional consequences of future UAP disclosure. It proposes an HHS-led task force, an initial unclassified strategy within 120 days, privacy safeguards, clinical neutrality, scenario planning, independent research, and congressional oversight.
This Disclosure Foundation white paper examines how official UAP and possible NHI disclosure could affect individuals, communities, and public systems. Drawing mainly on psychology, public health, disaster response, and risk-communication research, it argues that responses would be heterogeneous and that the chief operational risk is concentrated strain on behavioral-health and support systems rather than mass panic.
