9/ AARO's portal also carries a formidable warning. Knowing and willful false reporting can result in fines or imprisonment. It warns that falsification may harm a person's security clearance, employment prospects or government status. Warnings against false statements are reasonable. For legitimate whistleblowers already concerned about retaliation, however, the combination of criminal warnings and a 97% rejection rate is unlikely to inspire confidence.
