Skinwalkers at the Pentagon: An Insiders' Account of the Secret Government UFO Program is a 2021 book by former Defense Intelligence Agency official James Lacatski, biochemist Colm Kelleher, and Las Vegas journalist George Knapp. It tells the story of the Advanced Aerospace Weapon System Applications Program, a DIA effort that paid a private contractor to study UFOs and related phenomena. The book was released independently in October 2021 after the Pentagon's prepublication review cleared it, with amendments, that May.
The authors describe how Lacatski, then at DIA's Defense Warning Office, read an earlier book about strange events at a Utah ranch and approached its owner, Robert Bigelow. In 2008 DIA awarded the AAWSAP contract to Bigelow Aerospace Advanced Space Studies, with about $22 million that Senate Majority Leader Harry Reid said he secured with Senators Ted Stevens and Daniel Inouye. The book recounts field investigations at Skinwalker Ranch, a database of UFO cases, and 38 technical reference studies, and it describes a "hitchhiker" effect in which phenomena allegedly followed visitors home. It also says Reid's 2009 request to make the work a special access program was turned down, and that AATIP, the name made famous in 2017, was an informal label for part of AAWSAP.
The book is an insider account rather than a documentary record, and its most dramatic material rests on the authors' and witnesses' testimony. Writer Jason Colavito called it essentially a collection of ghost stories, and the Pentagon's prepublication clearance was a security and privacy review, not an endorsement of its claims. A 2023 sequel, Inside the US Government Covert UFO Program: Initial Revelations, went further, with Lacatski saying the United States holds a craft of unknown origin and has accessed its interior.
The book has gained weight as records have surfaced. The Department of War's September 2026 PURSUE release included 37 of the AAWSAP technical studies, and on Bigelow's 2026 podcast the co-authors discussed what they described as DIA's recent location of missing program files. Commentators have also identified a pseudonymous Navy intelligence friend in the book with Jay Stratton, whose own memoir appeared in October 2026, though the authors have not confirmed it. Skinwalkers at the Pentagon remains the principal published account of AAWSAP from inside, and the main bridge between the Pentagon's modern UAP history and the paranormal claims of Skinwalker Ranch.
