George Knapp’s September 9, 2025 congressional testimony traces his UFO reporting through government records, alleged witness intimidation, accounts of recovered material, AAWSAP research, and Soviet investigations. He describes a proposed Lockheed-to-BAASS material transfer in California, cites James Lacatski’s account of a craft of unknown origin, and recounts Russian military encounters and an October 1982 missile-base incident in Ukraine. The statement names sources and identifies records supplied to Congress, while presenting extraordinary accounts as Knapp’s reporting and interpretations. It is a separate, seven-page testimony from his four-page July 2023 statement; the 2025 text does not itself name the CIA as the reason the Lockheed agreement failed.

Fifteen pages headed EWD NOTES, dated October 16, 2002, purport to record a meeting between Eric Davis and retired Admiral Thomas Wilson. The narrative attributes to Wilson a 1997 search for a compartmented contractor program, refusal of access despite his official position, and statements by unnamed contractor representatives about recovered technology and slow progress. An attached two-page letter attributed to Will Miller offers research leads and sets conditions on his assistance. The copy is preserved in the May 17, 2022 House hearing materials. Inclusion in that record establishes public availability, not authentication of the meeting or the allegations. The contractor and program name are withheld within the notes.
