The National Security Council is the United States President's principal forum for integrating domestic, foreign, and military policy. Created by the National Security Act of 1947, it is chaired by the President and brings together the Vice President and cabinet-level national security officials, with the Director of National Intelligence and the Chairman of the Joint Chiefs of Staff as statutory advisers. Its staff, directed since 1953 by the President's national security adviser, works inside the Executive Office of the President, where it drafts, coordinates, and monitors policy across agencies.

The council first met in September 1947 under Harry Truman. Dwight Eisenhower turned it into an elaborate policy machine: Robert Cutler, his first special assistant for national security affairs, ran a Planning Board that drafted policy papers, and a 1953 executive order created an Operations Coordinating Board, reporting to the council, to carry them out. NSC directives also governed covert action; NSC 5412, approved in 1954, assigned covert operations against international communism to the CIA under review by designated State and Defense representatives. John F. Kennedy abolished the coordinating board in 1961, and McGeorge Bundy's tenure established the modern, policy-driving national security adviser.

The council's documented place in UFO history dates to the 1952 sighting wave. After the Washington radar sightings, the CIA's Office of Scientific Intelligence urged that the problem be brought to the council's attention, and Director Walter Bedell Smith had a draft NSC intelligence directive prepared that would have made UFO investigation a priority. The agency abandoned the draft in February 1953, after the Robertson Panel recommended that the council debunk UFO reports and educate the public. The National Archives says searches of NSC indexes for UFO-related terms turned up only a 1954 memo from Cutler mentioning an "MJ-12 Special Studies Project," a document it notes has several authenticity problems and associates with the disputed Majestic-12 papers.

Modern UAP claims place far more inside the White House than those records show. Former intelligence officer David Grusch said in a 2026 interview that the alleged crash-retrieval program's genesis lay in the Truman- and Eisenhower-era council, and argued that White House special access programs can avoid normal congressional reporting. Former Pentagon adviser Matthew Brown has said that Immaculate Constellation, the UAP imagery program he describes, is administered through the NSC rather than the Pentagon, which has said it has no record of such a program. Commentators have also alleged that the Pentagon's AATIP effort served as cover for council-led activities under former intelligence director James Clapper, an allegation Lue Elizondo has disputed.

The council's significance in this history is structural. It was the intended audience of the CIA deliberations that made debunking federal UFO policy in the early 1950s, and its position at the top of the national security system, outside the Pentagon's reporting chains, is why some whistleblowers now locate alleged UAP programs there. Those claims rest on testimony and anonymous sourcing rather than on released council records.
