Dylan Borland is a U.S. Air Force veteran and former geospatial intelligence specialist. He served on active duty from 2010 to 2013 and was stationed at Langley Air Force Base in Virginia from 2011 to 2013, supporting round-the-clock manned and unmanned aerial-vehicle operations for Special Operations Forces. He later worked for BAE Systems and Intrepid Solutions as a senior analyst specializing in video, radar, and advanced electro-optical imagery used to identify aerial, naval, and ground orders of battle.

Borland’s public UAP account begins with an incident he says occurred at Langley during the summer of 2012. In his written congressional statement, he described seeing an approximately 100-foot equilateral triangular craft travel from near a NASA hangar and pass within about 100 feet of his position. Borland said the object was silent, interfered with his phone, appeared to have a fluid or dynamic surface, and climbed to commercial-jet altitude within seconds without producing noticeable wind or kinetic disturbance.

Borland has also stated that a later sensitive position within a Special Access Program exposed him to classified information about what he describes as a legacy UAP crash-retrieval effort. He says intelligence personnel approached him with concerns about misconduct and retaliation inside those programs. According to his testimony, those experiences led him to come forward in March 2023, meet with the All-domain Anomaly Resolution Office later that month, and provide a recorded statement under oath to the Intelligence Community Inspector General in August 2023.

On September 9, 2025, Borland testified publicly before the House Task Force on the Declassification of Federal Secrets during its hearing on UAP transparency and whistleblower protection. He repeated his Langley account, described his alleged exposure to classified UAP information, and said that government agencies had obstructed his employment, manipulated security-clearance records, and subjected him to other reprisals after he attempted to report what he knew. The committee presented him as a UAP witness and Air Force veteran.

Since the hearing, Borland has continued speaking publicly about the Langley incident, the official reporting process, alleged legacy programs, and the treatment of national-security whistleblowers. His appearances have included extended interviews with Weaponized and American Alchemy, where he expanded on his military intelligence work, his reported encounter, and his experiences with AARO and the ICIG. His public identity now combines three parts of the same career arc: trained imagery analyst, firsthand UAP witness, and former intelligence contractor advocating for whistleblower protection and government disclosure.
