Scott Perry is a Republican member of the U.S. House from Pennsylvania's 10th Congressional District, a retired brigadier general of the Pennsylvania Army National Guard and a former chairman of the House Freedom Caucus. He sits on the House Intelligence Committee and the Oversight Committee, and in 2026 he joined a small group of lawmakers pressing federal agencies for records on unidentified anomalous phenomena.

Born in San Diego in 1962, Perry enlisted in the Pennsylvania Army National Guard in 1980 and became a helicopter pilot. He co-founded Hydrotech Mechanical Services, earned a bachelor's degree from Penn State in 1991 and later a master's in strategic planning from the U.S. Army War College. In 2009 and 2010 he commanded the 2nd Battalion, 104th Aviation Regiment in Iraq, flying 44 combat missions, and he retired from the Guard as a brigadier general in 2019. He represented the 92nd District in the Pennsylvania House from 2007 to 2012.

Perry entered Congress in 2013, representing the 4th District until redistricting placed him in the 10th in 2019, and he chaired the Freedom Caucus from 2022 to 2024. The Philadelphia Inquirer described him as a leading figure in the effort to overturn Pennsylvania's 2020 presidential result; he introduced Justice Department official Jeffrey Clark to President Donald Trump and objected to counting the state's electoral votes on January 6, 2021. The FBI seized his phone in August 2022, and he declined to provide information to the House January 6 committee. He won reelection narrowly in 2024 and is running again in 2026.

His UAP activity is recent. In March 2026, Rep. Eric Burlison said Perry had signed, with Anna Paulina Luna, Tim Burchett, Nancy Mace, André Carson, Eli Crane and Suhas Subramanyam, a letter asking Marco Rubio, Pete Hegseth, Tulsi Gabbard and the Energy Department for access to specific UAP files and metadata. On June 9, the Disclosure Foundation thanked Perry, along with Burlison, Luna, Burchett and Jared Moskowitz, for appearing with whistleblowers, journalists and advocates on the Capitol steps. Speakers at that press conference, including David Grusch, urged the release of more government UAP records and immunity for witnesses; Los Angeles magazine's report on the event named the other four lawmakers but not Perry.

Perry's UAP record is brief, consisting of a document request and an appearance alongside disclosure advocates rather than legislation, hearings or detailed public remarks on the phenomena. Its weight comes from his committee seats: he sits on both the Intelligence and Oversight committees, the panels whose members sent the March letter seeking agency UAP files.
